On the 5th of January, Cheadle Town Council had its first meeting of 2026, where, among other things the town’s assets were discussed.

Background
Local government reorganisation (LGR) will see Staffordshire Moorlands District Council (SMDC) and Staffordshire County Council (SCC) dissolved in favour of a single council by 2028. We are told this is to make local government more efficient. Town and Parish Councils could take on assets currently managed on behalf of the public where it is appropriate. Prior to the formation of SMDC, Cheadle was a large council that managed its own assets. Many Cheadle folk think that they get a raw deal from SMDC, and certainly, if one compares, even proportionally, the money and effort put into Leek compared to Cheadle, it's difficult to argue that Cheadle hasn't been left behind.
Many Cheadle residents and some councillors believe that their assets, such as car parks, the leisure center, market, etc., should be managed locally not just to improve services for the residents but for the improvement of the local economy too. There is a good deal of doubt and uncertainty as to the future of these assets as a result.
This has been discussed at town council level now for almost a year - the same questions are asked, and responses are not forthcoming. Something to consider is that at least two town councillors have left their posts but remained as district councillors. An ambassador has been appointed for the area by the district council, but still, no useful information or discussion is forthcoming.
The Meeting
Town & District Councillor Aberley said the date set for the assets to be transferred is 18th July 2026. He has heard that the District Council is happy to give up car parks that do not charge for parking, but they will not give up paid car parks or any asset valued at over £100k.
Town Councillor Ellis said the District Council is actively working against the town. The leisure centre and the car park were actually gifted to the District Council in the 1970s and, as such, should be returned to the Town Council.
Town Councillor Upton requested a special meeting to discuss the assets, and the clerk informed the councillors that he would be going to a meeting with other clerks during the week to discuss what assets are available.
The Outcome
COGNEWS has asked town councillors about this report. One told our reporter that the report was inconclusive. We will attend further meetings and keep our readers informed of any progress on this matter.
We are informed that the decision Councillor Aberley mentioned does not meet government guidelines on asset transfer, nor does the appointment of ambassadors. We will continue to probe this too.
