You might have driven or walked by the new cabin on Winpenny Lane and assumed that Phase II of the Persimmon housing estate is imminent. However, it is still in the planning phase because the surface water drainage provision might not meet the requirements, as required by the Staffordshire District Council Planning Department.
At the Town Council level, the drainage plans have been reviewed by Mark, a local civil engineer, and his opinion is that the drainage should work as long as the system is maintained correctly. The system has to be adopted by Severn Trent under the Section 104 agreement, but off-line management has to be maintained by a company that additionally maintains the outside spaces. The land on which these houses are going to be built is very boggy, which has raised these issues.
Other concerns raised by local people are that the house building will create noise and dust, and that some existing properties may be overlooked by new houses. The plans also show provision for a new school which could be built, but there is a disused mine shaft in the proposed playing field and this will require additional work to make it safe. The road outside the school is 5.5 m wide, and local people have raised concerns that children being delivered by car during the school run may block road access for emergency vehicles.
We have seen increased crime rates in our town after the building of Phase I, and there may be concerns that building Phase II would increase crime further. Let’s hope safeguards are being put in place to prevent further crime when this project goes ahead.

There is as far as we are aware no plan for improvement to traffic management on the Froghall Road/Leek Road/Harbourne Road Junction to accomodate the additional traffic created by the new homes and the new primary school.
